Ofwat proposes additional security for PR24 schemes above £100m

Ofwat has launched a consultation setting out its proposed approach for additional scrutiny for large schemes during the 2025-30 control period.

Large schemes are those within a water company’s self-delivered investment programme where the requested value is greater than £100 million or where there are significant concerns around scope, cost, deliverability, complexity, or if schemes involve novel elements or complex technologies.

Within final determinations, the regulator set out two approaches for additional scrutiny for large schemes, enhanced engagement and the large schemes gated process. The consultation document details a number of changes relating to the large schemes approach from what was detailed in the final determination.

A workshop was held with water companies in April 2025 to discuss the approach to large schemes. Ofwat says it has taken into account this feedback in developing proposals.
